The Intermediate Punishment Program (IPP) is designed for individuals convicted of drug-related offenses. A drug-related offense is a crime motivated by the individual's consumption of or addiction to alcohol and other drugs. IPP provides an alternative for those who would otherwise be sentenced to incarceration.

Once determined eligible by the court, the Clinical Evaluation Unit (CEU), operated by PHMC, evaluates participants for chemical dependency. When appropriate, participants are then sentenced to IPP.
