The Forensic Intensive Recovery (FIR) Program began in November 1993 as a response to a federal consent decree requiring the City of Philadelphia to reduce its inmate population. The program’s initial model focused on delivering community-based substance use treatment for eligible inmates.
Since then, the original FIR initiative has grown significantly through state, city, and Medicaid managed care funding. We continually evaluate and enhance the program to address the evolving needs of participants and the City of Philadelphia.
We are committed to empowering those impacted by substance use disorder, mental illness, and criminal recidivism to rebuild their lives and, in the process, contribute to creating safer and stronger communities.
