The Intermediate Punishment Program (IPP) is designed for individuals convicted of drug-related offenses. A drug-related offense is a crime motivated by the individual's consumption of or addiction to alcohol and other drugs. IPP provides an alternative for those who would otherwise be sentenced to incarceration.

Once determined eligible by the court, the Clinical Evaluation Unit (CEU), operated by PHMC, evaluates participants for chemical dependency. When appropriate, participants are then sentenced to IPP.

Services and eligibility for treatment are similar to the Forensic Intensive Recovery Program

Services

  • Behavioral health and chemical dependency assessments (conducted by the CEU)

  • Case management

  • Substance use treatment

  • Vocational trainings

  • Intensive probation supervision

Referrals & Eligibility

  • All participants must be referred through the Defender Association of Philadelphia.

  • Participants must be nonviolent offenders listed at Levels 3 and 4 in accordance with the Pennsylvania Commission of Sentencing Guidelines.

  • Electronic monitoring is required for participants in nonresidential treatment.

Manny* used his time in PHMC’s Forensic Services program to work on his housing, substance use, employment, and legal goals. Admitted to the Intermediate Punishment Program (IPP) as a non-violent offender and evaluated for chemical dependency, he benefited from the program’s behavioral health assessments, substance use treatment, vocational training, case management, and intensive probation supervision.

Manny achieved sobriety throughout the IPP program and has maintained it since, and recently completed both his treatment and the IPP program. He has started a new job at a plastic company, and is in a much stronger position with respect to his employment and housing stability.
