The Forensic Intensive Recovery (FIR) Program is a prison deferral initiative that offers substance use treatment as an alternative to incarceration. PHMC operates the Clinical Evaluation Unit (CEU).

Evaluations for chemical dependency

Referrals to community-based providers for outpatient, intensive outpatient, and residential treatment services

Case management, including connections to behavioral health assessments, substance use treatment, employment and educational supports
Referrals & Eligibility

All participants must be referred through the Defender Association of Philadelphia.

Case Management and Probation Supervision are required to receive these services.
The Office of Addiction Services (OAS) of the Philadelphia Department of Behavioral Health Intellectual Disability Services (DBHIDS) funds this program.
